Fuzhou Juvenile Delinquents Prison has initiated a refreshingly progressive program whereby 200 of the inmates have gained access to education. The young offenders took a test before being divided into nine different grades according to their abilities and educational levels.
Lin Qi, a police officer explained the motivation behind the program: “All juveniles have the basic right to receive education and it is even more important to protect and secure the rights for young offenders. Some criminal acts by young offenders are rooted in their lack of education,”
He went on to comment that classroom atmosphere and discipline was better than in most ordinary high schools.
